Permits, Hume City Council and building disputes in Kalkallo
Kalkallo is in the City of Hume. A private or council building surveyor issues the building permit and the occupancy permit, while planning matters run through Hume City Council under the Hume Planning Scheme. Disputes with a builder go first to the Building and Plumbing Commission's dispute resolution service (formerly DBDRV), then to VCAT.
Building permits
Your builder normally engages the building surveyor. Ask for the permit number at contract stage and keep copies of the mandatory inspection records.
Occupancy permit
Issued at the end of the build. It confirms the house is suitable to occupy; it is not a statement that there are no defects.
Checking additions on a resale
Decks, pergolas and garage conversions may need permits. Hume City Council can provide property information to check what was approved.
When the builder will not fix it
Put the defects in writing with photos and a report. If that fails, lodge with the Building and Plumbing Commission dispute resolution service, then VCAT.
Evidence that holds up
A defect investigation report suits negotiation with the builder. For VCAT you need an expert witness report written to the VCAT practice note.
